Oxford City Council and Peabody are working together to bring 294 new affordable homes, shops, green spaces and a new Community Centre to Blackbird Leys.
The project is focused on the District Centre (including the ‘top shops’ and Blackbird Leys Community Centre) and land between Knights Road and the Kassam Stadium.

We started construction at the end of 2023. This was after we received planning permission from the council in summer 2023.
Our contractor, Hill is carrying out building work on sites near Evenlode Tower, Windrush Tower, and on Knights Road.

The Community Centre
We have now finalised designs for the new Community Centre, and have submitted a detailed planning application to Oxford City Council.

We have worked with local community to develop the designs and want to thank everyone for your input and involvement.
What’s going on this month?
- Block A: the Building Safety Regulator has asked for some more detailed information, which our contractor, Hill, is providing. We are now looking to start work on this block in late spring 2025.
- Block D: we are continuing to construct the reinforced concrete frame, and will start external building work, including installing windows and brickwork.
- Knights Road: we are continuing work on the first 28 homes and have started work on the second phase of homes.
Highways work
Road work at the District Centre started in November following an agreement with Oxfordshire County Council. In the first phase we have been creating new foot and cycle paths.
Work will continue over the next couple of months on the central island between the shops and the Church of the Holy Family. Construction of the new cycle path along Blackbird Leys Road will also continue.
From February 2025, work will take place at the junction of Blackbird Leys Road and Cuddesdon Way. This will involve a temporary road closure, and we will need to install temporary lights.
Barriers have been put around the central green (coloured in light orange on the map below) and we have set up temporary traffic lights. The parking bays opposite the shops are unavailable as works progress. There will also be utilities diversion work for electricity and BT and Virgin users.
We will continue to share updates on upcoming highways work as the programme progresses.

When will construction be complete?
- Block A – at the end of 2026
- Block D – in January 2026
- Knights Road – by April 2026, with handovers on houses starting in June 2025.
