Oxford City Council and Peabody are working together to bring 294 new affordable homes, shops, green spaces and a new Community Centre to Blackbird Leys.
The project is focused on the District Centre (including the ‘top shops’ and Blackbird Leys Community Centre) and land between Knights Road and the Kassam Stadium.

We started construction at the end of 2023 and this May we received planning permission for the new community centre, so it’s an exciting time on the Blackbird Leys project.

The Community Centre
Plans for a new, modern community centre in the heart of Blackbird Leys was given the go-ahead by Oxford City Council in May. We hope to get construction started in the new year.
The new centre will sit at the heart of a revitalised District Centre, alongside new affordable homes, new shops, green spaces and improved roads and cycle routes.

What’s going on?
December 2025
Block A
We are currently meeting with the Building Regulator, and hope to have an update on the progress of our application soon.
Knights Road
The most advanced houses are having final works completed, including fencing and planting, followed by quality inspections.
Across the rest of the site, we have a lot of different construction activity with brickwork, roofing and internal trades all making progress.
Chestnut Tower
The scaffolding is starting to be removed so we can see what the new building will look like. Inside, all of the kitchens and bathrooms have now been fitted and the decorators are now starting the painting.
Swimming pool demolition
Hill have moved their site offices to the area that will form part of the new public realm. We are pleased to report the demolition of the old swimming pool is about to start with the stripping out of the building. This is an important milestone for the project as it allows construction of the new Community Centre to start.
Highways work
Hill have appointed a new sub- contractor. The new tarmac road in front of the shops has been laid and this new road is now open with two-way traffic lights.
They are hoping to have the junction between Blackbird Leys Road and Knights Road open by the end of the year.
We will continue to share highway updates as the works continue.
When will construction be complete?
- Block A – at the end of 2026
- Block D – in January 2026
- Knights Road – by April 2026, with handovers on houses starting in June 2025.
