Shaping the future of Blackbird Leys

Oxford City Council and Peabody are working together to bring 294 new affordable homes, shops, green spaces and a new Community Centre to Blackbird Leys.

The project is focused on the District Centre (including the ‘top shops’ and Blackbird Leys Community Centre) and land between Knights Road and the Kassam Stadium.

March 2024 update

We started construction at the end of 2023.  This was after we received planning permission from the council in summer 2023.

Our contractor, Hill is carrying out building work on sites near Evenlode Tower, Windrush Tower, and on Knights Road.

What has happened so far:

  • Putting up fencing at the District Centre and Knights Road
  • Demolishing garages near Evenlode Tower
  • Starting to construct foundations for Block D near Evenlode Tower and at Knights Road
  • Demolishing the Community Centre

What is coming up in April and May:

  • Continuing to construct foundations for Block D, and putting in place a crane
  • Starting to construct foundations for Block A near Windrush Tower

When will the programme be completed?

  • Block A and the Community Centre – spring / summer 2026
  • Block D – summer 2025
  • Knights Road – between spring 2025 and spring 2026

The Community Centre

Over the past few months, we have worked with the local community on designs for the new Community Centre.  We’ve met you at many events at the Leys Pool and Leisure Centre, at the Community Larder, and around the Leys.

We want to thank everyone who has shared comments and ideas.

We will finalise plans in the next few months, and submit a detailed planning application to Oxford City Council in the summer.  We will hold a public exhibition soon, where you can find out more about final plans.

How you can get involved

There are lots more chances for you to get involved.

We are running art workshops with youth groups in the Easter holidays.  Keep an eye out for more information about future events from Oxford City Council.

Our programme will also support the community by offering training and employment opportunities.  More information about our commitments to the community is in the newsletter in the download link above.
